Social Registry of Homes, a focused social policy: Analysis from the Chilean Social Work

Abstract
The purpose of this document is to problematize the Social Registry of Homes (RSH) instrument from its epistemological, theoretical and methodological bases. The main critical nodes are analyzed: scope, coverage, beneficiary section, validity, technical reliability, relevance and feasibility, among others. For this, a documentary review is carried out that allows a critical analysis of social policy, the above, referring to targeting, segregation, subsidiarity and centralism, in which this social vulnerability assessment technology is used to discriminate and classify the population in the institutional mechanisms of social protection. In the same way, the main results of a survey applied by the RSH table of the Professional Association of Social Workers of Chile are analyzed. The main results show a social policy that operates from an economistic rationality, with a binary/technical language and from a neoliberal paradigm that has displaced the professional intervention that approaches not only the material realities, but also the subjective realities of people. to understand the complexity of their social reality. Finally, a technical pronouncement and recommendations are made by the Social Registry of Homes table made up of workers and social workers belonging to the TTSS college, suggesting a scope of the RSH as a more complex social policy and not only as a technical instrument.
