INSTANCIAS DE MONITOREO PARTICIPATIVO (I.M.P.): ¿CÓMO INCREMENTAR PARTICIPACIÓN Y CONTROL CIUDADANO EN LOS PROYECTOS DE INTERVENCIÓN TERRITORIAL? / Participative monitoring instances (p.m.i.): how to increase the participation and citizenship´s control on the territorial intervention projects?

Abstract
La Instancia de Monitoreo Participativo (IMP) tiene como propósito contribuir a incrementar las oportunidades de participación y el control ciudadano en la implementación de programas de desarrollo territorial. La metodología supone un componente de acción permanente de los diversos actores locales en cada una fase de los proyectos de desarrollo territorial. La propuesta de IMP se basa en las capacidades locales para observar la efectividad del proceso de intervención territorial en cada una de sus etapas. La participación comunitaria reconoce la necesidad de establecer un diálogo permanente con las entidades técnicas de ejecución de los proyectos, formulando cuatro momentos de trabajo: a) convenio local de monitoreo, b) conformación del (los) equipo(s) de monitoreo participativo, c) auditoria local, y d) elaboración de conclusiones, juicios y comunicación del proceso.
The aim of Participative Monitoring Instance (PMI) is to contribute the increasing of the opportunities of participation and the citizenship control on the implementation of territorial development programs. The methodology supposes a continuous action component of different local actors on each one of the project´s phases. The IMP proposal is based on the local abilities to observe the effectiveness of territorial intervention process in every one of its phases. The community participation recognizes the need to create a permanent dialogue with the organization that develops the project and the need to make four phases of work a) agreement of local monitoring b) creation of participative monitoring teams c) local audit and d) development of conclusions, judgments and communication of the process.
